Applicant Frieda Kremin, née Laub, residing in Bnei Brak, Israel, seeks compensation for harm to profession and harm to health suffered during the Nazi era. She emigrated from Berlin to Palestine in 1934 due to Nazi persecution. Finding it difficult to adjust, she returned to Germany in 1937 but was forced to leave again after two months and went back to Palestine. A decision on March 24, 1964, granted her a capital payment of DM 1,440 for health issues recognized for the period from January 1, 1934, to December 31, 1939, with a 25% reduction in earning capacity, based on §§ 28 ff. BEG. An initial payment of DM 540 was made, with DM 900 withheld pending a decision on her professional harm claim. For the claim for harm to profession, the authorities proposed a settlement of a minimum pension of DM 100 per month starting from January 1, 1963. The United Restitution Organization (URO) offices in Tel Aviv and Berlin handled the case. The Irgun Olej Merkas Europa provided a certificate of need for the applicant.
